Abstract

This review proceeds as follows. The introduction provides a brief overview of Bernstein’s book, including its structure and conclusions. The next section introduces Bernstein’s discussion of addictive technology and its potential to cause various harms to individuals and groups. It then considers her proposed redesign solutions which include default settings, a ban on the most manipulative technologies and the development of new business models. It then focuses on the second solution since it is arguably the most direct, but controversial, way of addressing this problem. The remainder of the review discusses the concept of manipulation and considers how regulation could be used to prevent it in the online sphere. To consider how this regulation could look, I focus on the EU’s AI Act which is a promising attempt to provide nuanced regulation of manipulative technology.
