Abstract
Union grievances alleging breach of the Collective Agreement between the parties bearing the date July 1992, and in particular of Article 17, in that the Employer improperly assigned casual employees to cover absences rather that offering additional hours and/or overtime to available regular or long term letter carriers. The Union requested an order that the regular and long term employees who should have been offered the additional hours and/or overtime be paid an amount equal to what they would have earned had they not been bypassed.
