Abstract
Union grievance alleging breach of the Collective Agreement between the parties bearing the date July 31, 1992, and in particular of Articles 48, 49, 50 and Appendix "V" in that on December 8 and 11, 1992 two of its superintendents issued standing instructions to letter carriers requiring them to transport relay bags to relay boxes. The Union requested recognition that this was a violation of the Collective Agreement, and an order that national consultations take place on what it alleged was a change in the standards for letter carrier walks affected by the standing order.
