Abstract
It is alleged that the Employer failed to promote the Grievor to the position of Operator in Training at the Truro Water Treatment Plant although he had more seniority than the employee promoted and their qualifications and ability were relatively equal. The Employer claims that the recommendation for the position was based on concerns about the Grievor's record of time off work and conclusions with respect to his performance during an orientation program.
