Abstract
The Union alleges that the Employer breached the Collective Agreement by by-passing all employees in the administration of overtime by contracting out the delivery of Priority Post. At the hearing, the Union brought forward an Appendix to the Collective Agreement which states unequivocally that such work could not be contracted out.
