Abstract
The grievance asserts that the Employer covered a letter carrier absence without properly filling the vacancy and without respecting the seniority rights of temporary employees. The issue is whether the part-time letter carrier filling in as Relief Letter Carrier could also be assigned to her regular walk rather than a temporary employee. The Employer submits there is nothing in the Collective Agreement to say that the Employer had to use a temporary employee to cover the part-time position.
