Abstract
The grievance alleges that the Employer bypassed regular employees in the administration of overtime by assigning a Temporary Employee to an uncovered route. The Employer argues that it applied Article 17.06 of the Collective Agreement properly. The Union argues that in applying article 17.06, the Employer should have offered the route in question to the Relief Letter Carrier before offering it to a Temporary Employee. Further, if the Employer had used Article 17.04 to fill the vacancy, then the route would have been offered to Full-Time Letter Carriers, and as a result of not being offered the route, these Employees were improperly denied overtime.
