Abstract
The Union alleges a breach of the Collective Agreement by the Employer. The Employer, in announcing the creation of its "Simplified Registered Mail Service" project, indicated that new positions created under this project would not be preferred assignments. The Union alleges that the Employer created new, non-preferred positions and assigned them work that corresponds with the duties of preferred assignments. The Employer states that specific mail services were eliminated and as a result, the preferred assignments associated with the secure processing stream were eliminated and additional personnel would be required in the new, non- preferred positions. The Union seeks that the new positions be declared preferred assignments and filled in accordance with Article 12 of the Collective Agreement.
