Abstract
The Union grieves that the Employer has incorrectly transferred the bargaining unit work of unloading mail to the contract driver of the truck. In addition, the Employer failed to advise the Union of the resulting schedule change on a timely basis. The Employer's position is that the Article of Agreement on which the Union bases its grievance is not applicable here because unloading is not "internal processing of mail". Also, the work in question is not work normally preformed by members of the bargaining unit. In regard to the Employer's failure to hold meaningful consultations with the Union before a schedule change, the Employer argues that the Union is precluded from grieving this because it failed to grieve previous schedule changes.
