Abstract
This is a union policy grievance regarding a change in the use of labourers to perform a particular function. This is part of a joint process improvement effort. The parties agree that the only question to be considered by the Arbitrator is whether the Collective Agreement permits the Employer to make the proposed changes. The Union believed past practice prohibited the changes under the current Agreement.
