Abstract
Our terms of reference call for an assessment of the need for legislation to assist in the organization of welfare-rights groups. What needs will be served if a system like the current Canadian labour relations regulatory scheme is applied in welfare administration? This is the question we try to answer and we outline, in tentative form, a legislative approach.
