Abstract
This is a supplement to a previous decision (82-058) to determine the amount of damages to be paid by the Union to the Employer. The Parties were unable to agree on the portion of costs resulting from the Union's liability in a slowdown by the garbage collectors. The Employer claimed the Union should pay the whole amount. The Union denied support of the slowdown and claimed the Employer made no attempt to reduce its costs either through earlier contracting out or by changing the hours of operation of the transfer station. The Employer should be held responsible for some of the costs because of re-organization of routes which resulted in some slowdown while the workers adjusted.
