Abstract
The Grievors contend that during two particular periods the Employer restricted or bypassed them in the administration of overtime in breach of the Collective Agreement. They allege that, due in part to the Employer's practice of closing the mail processing plant on Saturdays and operating a shift on Sundays, the Employer used more casual hours than it had hours to replace. The Union questions the characterization of casuals as "replacement" in a context where there were employees working who were termed as "surplus".
