Abstract
According to the collective agreement, relief letter carrier complements are to be established based on absence trends shown in bar charts kept for a 12-month period. Should the bar charts show that an additional relief letter carrier would have been required more than 65% of the preceding 12-month period, an additional relief carrier position will be established. The Employer and the Union disagreed on which absences were to be counted for the purposes of the bar charts. The Union requests that another relief letter carrier position be created.
