Abstract
The union grieved that the employer violated the collective agreement by calling in outside contractors to perform the work of maintenance personnel. The employer used outside contractors to repair certain electrical panels during normal working hours. The employer used outside contractors to do similar work if regular maintenance personnel were involved in other work of any importance.
