Abstract

The Employer filed a grievance against the Union, both the local and the parent body. Harassment by various means is alleged. Union 2 (the parent body) filed a preliminary objection against being included in the grievance because it is not subject to the Arbitrator's jurisdiction. The Union local filed a preliminary objection regarding the arbitrability of the grievance; that the grievance was not filed within the time limits; and that the preliminary objections be heard and ruled upon before proceeding with the hearing.
