Abstract
Union grievance alleging breach of the Collective Agreement between the parties bearing the date July 31, 1992, and in particular of Article 54 in that on September 22, 23 and 24, 1992 the Employer assigned a letter carrier to P.O.4 job functions with no local consultation and agreement concerning requirements for rehabilitation or modified duty assignment. The Union requested that all affected employees in Group 1 be granted full redress in the way, of all lost rights earnings and benefits resulting from this improper assignment. I was advised at the outset of the hearing that the individual employee involved had been contacted and advised that he had a right to attend the hearing, and to be represented, but declined to do so.
