Abstract
The Union brings this grievance to prevent the Employer's practice of using casual employees to replace permanent employees on long-term absences. The Employer first proposes that the Union is estopped from objecting to this practice, because it is of long standing. Second, the Employer claims that these absences qualify as "abnormal and unpredictable", and hence are not subject to the Agreement's articles with respect to long-term absences.
