Abstract
The grievance states that the Employer created six wicket relief positions and did not staff them in accordance with the requirements for the staffing of preferred positions. These positions were subsequently allocated by bidding to Postal Clerks in operations from various shifts in various sections. The Union claims that this constituted the creation of six full-time relief positions within the St. John's postal facility which should have been identified as preferred assignments and offered in order of seniority to employees who are already holders of a preferred assignment. The Employer argues that they are only temporary counter relief and are not designated assignment positions.
