Abstract
This grievance alleges a breach of the Collective Agreement which continues in effect. The Employer suggested changes to the Letter Carrier vacation schedule, and when the Union refused to consult and consider changes to the schedule, the Employer made the changes unilaterally. The Union argues that Article 19.16 ensures that the Employer may not change the vacation bid schedule practices without Union consent.
